The <br />appeal will be resolved by consultation with officials of the local <br />government involved, by administrative hearing, or by submission of the <br />conflicting data to an independent scientific body or appropriate <br />Federal agency for advice. The reports and other information used in <br />making the final determination will be made available for public inspec- <br />tion. Until the conflict of data is resolved, and until the Flood <br />Insurance Rate Map becomes effective, flood insurance previously avail- <br />able within the community shall continue to be available under the <br />Emergency Program, and no person shall be denied the right to purchase <br />the first level of insurance at chargeable rates. <br /> <br />The decision by the community to appeal, or a copy of its decision not <br />to appeal, should be filed with this office not later than December 13, <br />'1977. <br /> <br />You may find it appropriate to call further attention to the proposed <br />base flood elevation determinations and to the appeal procedure by using <br />a press release or other public notice. <br /> <br />If available, this office will send to you during the appeal period <br />copies of the revised draft of the Flood Insurance Study and Rate Map. <br />The revised draft will include all appropriate comments and corrections <br />resulting from the final coordination meeting held April 18, 1977. <br />Whether or not proof copies of the study and map are available during <br />the ninety-day period, we shall send to you final proof copies with the <br />letter of final base flood elevation determination. <br /> <br />If there are further questions regarding the flood elevation determi- <br />nations or the Flood Insurance Study for the community, please contact <br />the Office of Federal Insurance Administration Regional Director in <br />Denver at (303) 837-5041 or members of my staff in Washington, D.C., at <br />(202) 472-2623. <br /> <br />Sincerely, <br /> <br />J.
