In a letter dated
September 8, 2000, Mr. Brad Sheehan, Development Review Coordinator, Planning & Zoning, Jefferson
County, requested that FEMA revise the FIRM and FIS report to show the effects of a channel
improvement project along Weaver Creek from just upstream of South Oak Street to just downstream of
the Warrior Canal crossing. The project consisted of grading, bank stabilization, construction of a
detention pond along the west bank of Weaver Creek approximately 70 feet upstream of South Oak
Street, and construction of bridge abutments for an unnamed roadway approximately 400 feet
downstream ofthe Warrior Canal crossing. The Special Flood Hazard Area (SFHA), the area that would
be inundated by the flood having a 1-percen1 chance of being equaled or exceeded in any given year
(base flood), for the subject reach is designated on the effective FIRM as Zone A2, an SFHA with Base
Flood Elevations (BFEs) and flood hazard factors determined. This request follows up on a Conditional
Letter of Map Revision issued on October 31, 1997.

All data required to complete our review of this request were submitted with letters from Mr. Kevin
Roth, Project Engineer, Kirkham Michael Consulting Engineers; Mr. David Mallory, P.E., Project
Engineer, Floodplain Management Program, Urban Drainage and Flood Control District; and
Mr. Sheehan.

We have completed our review of the submitted data and the flood data shown on the effective FIRM
and FIS report. We have revised the FIRM and FIS report to modifY the elevations and floodplain
boundary delineations of the base flood along Weaver Creek from just upstream of South Oak Street to
just downstream of the Warrior Canal crossing. As a result of the modifications, the BFEs for Weaver
Creek increased in some areas and decreased in other areas, and the width of the SFHA decreased. All
increases in BFE are contained in the channel. The modifications are shown on the enclosed annotated
copies of FIRM Panel 0290 B and Profile Panels 443P and 444P. This Letter of Map Revision (LOMR)
hereby revises the above-referenced panel of the effective FIRM dated August 5,1986, and the affected
portions of the FIS report dated July 4,1989.
