IN'{BODUCTIO~ <br /> <br />1. 1 Furnose and Scone <br /> <br />The Arkansas River in Fremont County, Colorado has a <br />long history of flooding resulting in the loss of lives and <br />millions of dollars of damage. The purpose of this study is to <br />asaiat the local authorities in reducing losses during floods <br />along the Arkansas River through the use of a Flood <br />Preparedness Plan. <br /> <br />The five cOlllponents of a Flood Preparedness Plan are <br />Flood Threat Recognition, Warning Dissemination, Emergency <br />Response Actions, Post Flood Recovery! Reoccupation and <br />Continued Plan Management. Each of these components make up <br />the Sections listed in Part II of this report. <br /> <br />The Plan was requested by the Mayor of the City of <br />Florence and prepared by the Albuquerque District Army Corps <br />of Engineers under the technical services Flood Plain <br />Management portion of Section 206 of the 1960 Flood Control <br />Act. Leedership for the plan is provided by City of Florence <br />local officials and the Fremont County Office of Emergency <br />Preparedness. <br /> <br />This plan consists of measures and actions required to <br />protect life and property frOlll flooding along the Arkansas <br />River within the city limits of Florence. Plate 1 illustrates <br />the study limits and vicinity. <br /> <br />This plan does not include the Arkansas tributaries, <br />Chandler, Oak, and Coal Creeka. Consideration should be given <br />to adding these Creeks to the plan thereby enabling a <br />cOlllprehensive preparedness plan be in existence for the City <br />of Florence, Colorado. <br /> <br />1.2 Acknowled~emenrs <br /> <br />The development of the plan was a community effort with <br />support frOlll several agencies. Data for the study waa provided <br />by the City of Florence, Fremont County Office of Emergency <br />Preparedness, National Weather Service, Colorado State Office <br />of Emergency Services, and the Colorado Division of Water <br />Resources.
