Each S"ctor Supervisor should 1""I','''t ills ""ti .-" <br />Sector and overlap parts of adjacent Sectors, making a detailed inspection oJ: <br />all pertinent data and features. Specifically, he should check levees for <br />settlement, erosion, drainage facilities, rodent damage, and road crossings. <br />He should note access routes to and upon the levee that can be used for <br />mobilization of supplies, equipment, and manpower. <br /> <br />b. Detailed Preliminary Work. When time permits, local interests should <br />accomplish the following items. <br /> <br />(1) Fill up bad holes or washes in the levee crown and compact <br /> <br />(2) Repair -gaps where road crossings or cattle trails have been worn <br />down and the levee is below grade. Fill and compact firmly where needed. <br /> <br />firmly. <br /> <br />(3) Clean out, repair, and close all flap and sluice gates on <br />culverts before they are covered with flood waters. <br /> <br />(4) Expedite rodent control if indicated. Removal of beavers and <br />their dams, where necessary, should be done by State Game Officers. <br /> <br />(5) Ascertain condition of all roads leading to and upon the levee. <br />(Improve, if required.) Roads leading to levees may be soft or wetted by <br />subwater, <br /> <br />(6) Determine what will be needed and locate necessary tools and <br />materials (sandbags, brush, lumber, lights, polyethylene sheeting, bentonite <br />clay, gab ions , rock, steel jacks, etc.) and distribute as necessary. (If <br />supplies are not available, contact the Corps, see Appendix A.) <br /> <br />_ _ _ _ _ ___ __ ___~lL Lo~ate~elephone and radio communication faciliti..s and _obtaj.~~__ <br />lists of all team forces and equipment. <br /> <br />(8) Make liaison arrangements with American Red Cross, Contractors <br />Associations, State and Federal representatives, as appropriate. <br /> <br />(9) Check for livestock and other property within the levee subject <br />to flood damage. <br /> <br />(10) Investigate all drainage ditches on the land side of levees for <br />slumps along banks, or other obstructing conditions. <br /> <br />(11) Remove all explosives of any kind from vicinity of levee. <br /> <br />(12) Erect stop logs in existing structures at applicable locations. <br />(Local officials are in charge of this action.) <br /> <br />4. Earthen Levees. An earthen levee is in danger whenever there is water <br />against it. This danger can be considered directly proportional to the height <br />of the water, the duration of the flood stage, and the intensity of either the <br />current or wave action, or both.
