<br />FPR 96-411 <br /> <br />COLORADO WATER cONSERVATION BOARD <br />721 State Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br /> <br />March 13, 1996 <br /> <br />RES OL UTION <br /> <br />WHEREAS, the Federal Emergency Managemellt Agency completed a floodplain information <br />map entitled "Flood Hazard Boundary Map, Town of Rye, Colorado, Pueblo County", dated July <br />18, 1975; and <br /> <br />WHEREAS, said map includes approximate floodplain delineations for Greenhorn Creek <br />within the corporate limits of the Town of Rye as of July 18, 1975 but does not include hydrology <br />information for Greenhorn Creek; and <br /> <br />WHEREAS, the Colorado Water Conservation Board has not designated and approved said <br />map; and <br /> <br />WHEREAS, a new floodplain information repOrt entitled "Floodplain Information Report, <br />Town of Rye, Colorado, Pueblo County", dated february 8, 1996 has been prepared by the <br />Colorado Water Conservation Board; and <br /> <br />WHEREAS, said new report for the Town of Rye includes approximate floodplain information <br />for Greenhbrn Creek within the corporate limits of the Town of Rye as of July 18,1975; and <br /> <br />WHEREAS, said new report incorporates the tloodplain delineations of the Flood Hazard <br />Boundary Map dated July 18, 1975; and <br /> <br />WHEREAS, the hydrology in said new report for Greenhorn Creek has been estimated in <br />accordance with the Guidelines for Determining lOO.Year Flood Flows for Approximate <br />Floodplains; and <br /> <br />WHEREAS, the l00-year flow for Greenhorn Creek is estimated by utilizing the regression <br />equation for Arkansas River Basin Subregion Ark-3, Ql00 = 1,089.27 * AO.63S, where Ql00 is the <br />l00-year peak flow in cubic feet per second and A is the upstream (contributing) drainage area in <br />square miles; and <br /> <br />WHEREAS, a procedure for determining hydrology information for approximate floodplains of <br />lakes and ponds has not been established; and <br />
