RES OL UTION

WHEREAS, the Federal Emergency Managemellt Agency completed a floodplain information
map entitled "Flood Hazard Boundary Map, Town of Rye, Colorado, Pueblo County", dated July
18, 1975; and

WHEREAS, said map includes approximate floodplain delineations for Greenhorn Creek
within the corporate limits of the Town of Rye as of July 18, 1975 but does not include hydrology
information for Greenhorn Creek; and

WHEREAS, the Colorado Water Conservation Board has not designated and approved said
map; and

WHEREAS, a new floodplain information repOrt entitled "Floodplain Information Report,
Town of Rye, Colorado, Pueblo County", dated february 8, 1996 has been prepared by the
Colorado Water Conservation Board; and

WHEREAS, said new report for the Town of Rye includes approximate floodplain information
for Greenhbrn Creek within the corporate limits of the Town of Rye as of July 18,1975; and

WHEREAS, said new report incorporates the tloodplain delineations of the Flood Hazard
Boundary Map dated July 18, 1975; and

WHEREAS, the hydrology in said new report for Greenhorn Creek has been estimated in
accordance with the Guidelines for Determining lOO.Year Flood Flows for Approximate
Floodplains; and

WHEREAS, the l00-year flow for Greenhorn Creek is estimated by utilizing the regression
equation for Arkansas River Basin Subregion Ark-3, Ql00 = 1,089.27 * AO.63S, where Ql00 is the
l00-year peak flow in cubic feet per second and A is the upstream (contributing) drainage area in
square miles; and

WHEREAS, a procedure for determining hydrology information for approximate floodplains of
lakes and ponds has not been established; and
