INTRODUCTION <br /> <br />1.1 Background <br /> <br />The Colorado State University Research Foundation (CSURF) is a non-profit entity with <br />the responsibility, in part, of aiding and assisting Colorado State University in educational and <br />research efforts, land acquisition, and property management. Specifically, CSURF has been <br />tasked with the management of a property owned by the university which in general is bounded <br />on the east by the Burlington Northern Railroad (BNRR). on the north by Prospect Road and the <br />Arthur Ditch, on the west by the Arthur Ditch, and on the south by Drake Road, This property <br />represents a significant portion of the northeast, southeast and southwest quarters of Section 23. <br />Township 7 North, Range 69 West of the 6th Prime Meridian within the City of Fort Collins, <br />Colorado, <br />In response to on-going development within this property. CSURF was required by the <br />City of Fort Collins to construct the final connecting segment of Centre A venue beginning at a <br />point approximately 500 feet south of Prospect Road, continuing south-southwest a distance of <br />3,800 feet, and ending at the intersection with Research Boulevard approximately 1,600 feet north <br />of Drake Road, In the agreement entered into with the City in April 1998, CSURF was required <br />to complete the Centre Avenue extension by August 31,2000, However, due to project phasing <br />considerations as outlined in the agreement, schedules associated with adjacent construction <br />projects. and the economy of building the road extension under one contract, CSURF began <br />construction on Centre A venue in early 1999, and completed the entire project by November 1999, <br />The Centre A venue extension crosses Spring Creek; a watercourse which is regulated by <br />the Federal Emergency Management Agency (FEMA) as part of the National Flood Insurance <br />Program (NFIP), The northern 1,800 feet of the Centre Avenue roadway extension is located in <br />the regulatory floodway; an area within the large detention pond formed by the BNRR <br />embankment, The detention pond is located within the northeast quarter of the previously <br />identified Section 23, This area and this portion of the Centre A venue extension is the subject of <br />the current study, A location map of the study area is shown in Figure 1,1, <br />In the BNRR detention pond. the regulatory flood way boundaries are defined to be <br />commensurate with the 100-year floodplain boundaries, This floodway was established in order <br />to maintain the active detention volume which has been used in the regulatory hydrologic model <br />for determining flood peak attenuation and downstream discharges along Spring Creek, The <br />proposed project will require fill in the regulatory floodway. as well as the separation of the <br />BNRR detention pond into two hydraulically connected ponds, <br /> <br />T.
