Initially, five contractors bid on the entire <br />job, in which Paramount Construction was the low bidder. The low bid was too <br />high for the available funds and subsequently modifications were made and the <br />project scaled down in order to have the funds to complete the project. <br />Negotiations were conducted with Paramount Construction for the scaled down <br />project. Upon review of the costs provided by Paramount, the Idledale Water <br />Board felt the cost of construction of the buildings was too high and wanted <br />additional bids by small local contractors. Subsequently, two more bids were <br />received from Burtle Construction and B.C.W. Jacobsen, Inc. for construction <br />of the buildings only.
