Schenck <br />Mayor, City of Golden <br />911 Tenth Street <br />Golden, Colorado 80401 <br /> <br />Community: City of Golden, Colorado <br />Community No,: 080090 <br />Panels Affected: 0002 A and 0002 <br />Effective Date of <br />This Revision: MAR 0 3 1997 <br /> <br />102-D-A <br /> <br />Dear Mayor Schenck: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective <br />Flood Insurance Rate Map (FIRM), Flood Boundary and Floodway Map (FBFM), and Flood Insurance Smdy <br />(PIS) report for your community in accordance with Part 65 of the National Flood Insurance Program (NFIP) <br />regulations, In a letter dated January 28, 1997, Mr. Leroy E, Tobler, P.E., P.L.S" President, Contra Ltd" <br />submitted additional information in support of an April 15, 1996, request from Mr, Scot K. Lewis, P. E" City <br />Engineer, City of Golden. Mr. Lewis requested that FEMA revise the effective FIRM, FBFM, and FIS <br />report to show the effects of existing channel and bridge improvements along Lena Gulch that were completed <br />before FEMA issued the effective FIRM for the City of Golden, The channel improvements included the <br />construction of a concrete-lined channel from just upstream of West Sixth Avenue (State Highway 6) to just <br />downstream of 17301 West Colfax Street, regrading of the channel banks from just upstream of 17301 West <br />Colfax Street to Violet Street, and the replacement of the Violet Street and 17301 West Colfax Street bridges. <br />The revised data affect the reach along Lena Gulch from just upstream of West Sixth Avenue to just <br />downstream of the Amoco Driveway. <br /> <br />Because this revision request also affects the unincorporated areas of Jefferson County, a Letter of Map <br />Revision (LOMR) for that community was issued on the same date as this LOMR. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr, Lewis and <br />Mr. Tobler. Because this LOMR solely incorporates more detailed information, fees were not assessed for <br />the review. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM, FBFM, <br />and FIS report. We have revised the FIRM, FBFM, and FIS report to modify the elevations and floodplain <br />and floodway boundary delineations of the flood having a I-percent chance of being equaled or exceeded in <br />any given year (base flood) along Lena Gulch, As a result of the modifications, the base flood elevations <br />(EFEs) for Lena Gulch decreased; the width of the Special Flood Hazard Area (SFHA), the area that would <br />be inundated by the base flood, increased in some areas and decreased in other areas; and the width of the <br />regulatory floodway decreased. The modifications are shown on the enclosed annotated copies of FIRM <br />Panel 0002 A; FBFM Panel 0002; ProfIle Panels 29P and 30P; and affected portions of the Floodway Data <br />Table, This LOMR hereby revises the above-referenced panel(s) of the effective FIRM and FBFM dated <br />May 15, 1985, and the affected portions of the FIS report dated November 15, 1984, <br />
