<br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />County Control Over the Subdivision of Land <br /> <br />The majority of problems identified at the task force meetings are related to the <br />proliferation of subdivision activity. Further, certain characteristics of many new sub- <br />divisions exempt them from zoning and building codes. Thus, the development and local <br />administration of adequate subdivision regulations is a necessary step in ensuring the <br />proper development of land resources of Colorado counties. <br /> <br />. Subdivision Resolutions <br /> <br />The purpose of this documentation is not to criticize local government. Rather it is to <br />assist in the determination of ways in which policies and plans may be most ap- <br />propriately extended and improved by means of the following: <br /> <br />. Providing gu idelines for land use policy-and-control considerations such as model <br />multi-use controls and chanqe-in-use criteria related to growth characteristics. <br /> <br />. Identifying new and better methods of land use planning and control which have <br />been applied by some local governments. <br /> <br />. Defining areas where necessary state or federal support is lacking, spotty, or un- <br />tapped by local government. <br /> <br />. L.U.C. APPROACH <br /> <br />. Correlate Controls <br /> <br />. Identify Better PlalVling Methods <br />and Controls <br /> <br />. Flag Areas of Need <br /> <br />Document the need to provide more precise interpretation of current county <br />authority with respect to land use planning and controls. <br /> <br />Many of the concepts developed from this and other information are now being con- <br />verted into objectives and recommendations for implementing programs and policies for <br />inclusion in the interim plan. Others, such as those to improve the control of sub- <br />divisions, are included in this report for immediate consideration. This process and the <br />resulting objectives and recommendations have been designed to maintain and improve <br />control of environmental planning by local county governments which are responsible <br />for the vast majority of the private undeveloped lands of Colorado. <br /> <br />. <br /> <br />. Document the Need for Defining <br />Local Authority <br /> <br />The following documentation of county planning and control is based upon land use <br />plans, zoning, and subdivision resolutions adopted by counties prior to the preparation <br />of this report. As noted elsewhere, some counties are currently making substantial ef- <br />forts to adopt or upgrade plans and controls. The land Use Commission will continue to <br />document the changing status of land use planning and control for the purpose of deter- <br />mining the ability of local government to deal with land use issues and identifying areas <br />in which the land Use Commission and other state agencies may assist local govern- <br />ment. <br /> <br />.
