EI Paso County has, through the Pikes Peak Area Coun- <br />cil of Governments, the EI Paso County Planning Commissions, and the Municipal Plan- <br />ning Commissions, conducted a more complete survey of current conditions and adopted <br />a wider range of policies to shape future growth than has nearly any other county in the <br />state. The maps a re intended to indicate the types of information and policy which such <br />local eHorts should provide for use by local governments, for inclusion in the interim and <br />Final land Use plans for Colorado, and for application to impact models such as those <br />which the land Use Commission staff has developed to compute the effects of alter- <br />native plans for development. <br /> <br />Further, several of the maps are examples of information which the land use Com- <br />mission is preparing for each county of the state, to develop information where none <br />exists and to upgrade or update existing information. These maps have been so noted in <br />the accompanying text. <br /> <br />As shown in the maps in Section I, other counties have developed or adopted land use in- <br />formation or zoning resolutions of varying quality similar to those shown on these maps. <br />In some cases, they are more effective than those shown here. For example, Custer and <br />Ouray counties have adopted zoning resolutions properly based on identified physical <br />characteristics of the land, which provide for a variety of development alternatives <br />meeting specified criteria. However, these counties lack many of the basic studies, as <br />well as land use policy determination necessary to utilize these resolutions con- <br />structively to guide appropriate development. <br /> <br />In addition to the data indicated on these maps the land Use Commission has developed <br />a file 01 local testimony concerning local issues, planning effort and controls from the <br />workshop meetings conducted last summer, and a file on preliminary evaluations of <br />adopted local plans, zoning resolutions, and subdivision resolutions.
