<br />II <br />II <br />II <br />II <br />II <br />II <br />II <br />II <br />II <br />II <br />II <br />II <br />II <br />II <br />II <br />I <br />I <br /> <br />II <br />II <br /> <br />STUDY AUlHORITY <br /> <br />This study was authorized under Section 205 of the Flood Control Act of 1948, as <br />amended. and was conducted in accordance with the Principles and Guidelines for Water <br />and Related Land Resources Planning. <br /> <br />REPORT AND STUDY PROCESS <br /> <br />Federal water resource planning by the Corps of Engineers is accomplished in two <br />phases--a reconnaissance phase and a feasibility phase. The reconnai"",,'lCC phase is <br />conducted at full Federal expense, while the cost of the feasibility phase is shared equally <br />between the Federal Government and the non-Federal sponsor(s}. This report contains a <br />summary of investigations. results. conclusions, and recommendations of the <br />reconnaissance phase. <br /> <br />STUDY PURPOSE AND OBJECTIVES <br /> <br />The pwposes of the reconnaissance-level study were to conduct a preliminary <br />evaluation of the flood problems on the Main Ditch and County Ditch A at Pipestone; to <br />determine whether or not there is a Federal interest in conducting feasibility-level studies; <br />and, if so. to determine the scope and cost of these studies. In addition, the identification <br />ofnon-Federa1 sponsor support for cost-sharing of these studies would be determined. <br />The reconnaissance study objectives follow: <br /> <br />3 <br />
