<br />FPR 96-410 <br /> <br />COLORADO WATER CONSERVATION BOARD <br />721 State Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br /> <br />March 13, 1996 <br /> <br />RESOLUTION <br /> <br />WHEREAS, the Federal Emergency Management Agency completed a floodplain <br />information map entitled "Flood Hazard Boundary Map, Town of Kit Carson, Colorado, <br />Cheyenne County", dated December 13, 1974; and <br /> <br />WHEREAS, said map includes approximate floodplain delineations for Wild Horse Creek <br />within the corporate limits of the Town of Kit Carson as of December 13, 1974 but does not <br />include hydrology information for Wild Horse Creek; and <br /> <br />WHEREAS, the Colorado Water Conservation Board has not designated and approved <br />said map; and <br /> <br />WHEREAS, a new floodplain information report entitled "Floodplain Information Report, <br />Town of Kit Carson, Colorado, Cheyenne County", dated February 8, 1996 has been prepared <br />by the Colorado Water Conservation Board; and <br /> <br />WHEREAS, said new report for the Town of Kit Carson includes approximate floodplain <br />information for Wild Horse Creek within the corporate limits of the Town of Kit Carson as of <br />December 13, 1974; and <br /> <br />WHEREAS, said new report incorporates the floodplain delineations of the Flood Hazard <br />Boundary Map dated December 13, 1974; and <br /> <br />WHEREAS, the hydrology in said new report for Wild Horse Creek has been estimated <br />in accordance with the Guidelines for Determining IOO-Year Flood Flows for Approximate <br />Floodplains; and <br /> <br />WHEREAS, the 100-year flow for Wild Horse Creek is estimated by utilizing the <br />regression equation for Arkansas River Basin Region 1, QIllO= I,S64.98 * Ao.539, where Q.oo is <br />the 1 DO-year peak flow in cubic feet per second and A is the upstream (contributing) drainage <br />area in square miles; and <br /> <br />WHEREAS, a procedure for determining hydrology information for approximate <br />. floodplains of lakes and ponds has not been established; and <br />
