I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

1.0 INTRODUCTION

1.1 Purpose

This report was prepared by the CWCB in order to assist local officials at the City of Rifle, at
the Town of Parachute, at Garfield County, at the Town of DeBeque, at the Town of Palisade,
at the City of Grand Junction, at the City of Fruita and at Mesa County in their floodplain
management activities. The report delineates the 50-year and 100-year floodplains for the reach
of the Colorado River mainstem from Rifle downstream to the Utah-Colorado state line. The
report allows interested parties to determine preliminarily whether particular sites are in the 50-
year and 1 DO-year floodplain of the Colorado River.

1.2 Acknowledgements

The assistance and cooperation in supplying information of the individuals, agencies, firms, and
organizations listed below are appreciated and gratefully acknowledged:

Larry F. Lang

Chief, Flood Control & Floodplain Management Section,
Colorado Water Conservation Board (CWCB);

Brian Hyde

Resource Scientist III, Flood Control & Floodplain
Management Section, CWCB;

Jerry (Ed) Vail

Hydrologist, United States Geological Survey

Bob McCabe

Colorado State Engineer's Office, Division 5

u.S. Army Corps of Engineers, Sacramento District

Federal Emergency Management Agency

1.3 Related Flood Studies

The Federal Emergency Management Agency prepared Flood Insurance Studies (PIS') with
accompanying Flood Insurance Rate Maps for the following communities: the City of Rifle and
unincorporated Garfield County, both dated 1/86 (References 1 & 2); the Town of DeBeque,
dated 4/89 (Reference 3); the Town of Parachute, dated 9/91 (Reference 4); the City of Grand
Junction, the Towns of Palisade and Fruita, and unincorporated Mesa County, all dated 7/92
(References 5, 6, 7, & 8). Although the Town of DeBeque is located along the Colorado River,
the DeBeque FIS did not provide any floodplain information for the Colorado River. It is simply
listed for information purposes.

A report titled "Floodplain Information Report, Parachute Creek, Colorado River in the Town of
Parachute, Colorado" was prepared by a private consultant in October of 1989 (Reference 9).

1
