<br />WHEREAS, Mesa County and the Natural Resources Conservation Service have requested the <br />Colorado Water Conservation Board to designate and approve the detailed floodplain information as set <br />forth in said new report dated July 2000; and <br /> <br />CR.S. AUTHORITY <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, requires the Colorado Water <br />Conservation Board to assist in the prevention of floods and flood damages therefrom; and <br /> <br />WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide that <br />legislative bodies of local jurisdictions may provide zoning regulations for land uses on or along any <br />storm or floodwater runoff channel or basin only after designation and approval by the Colorado Water <br />Conservation Board; and <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado Water <br />Conservation Board to designate and approve storm or floodwater runoff channels or basins and to <br />make such designations available to legislative bodies oflocal jurisdictions; and <br /> <br />COMPLIANCE WITH CWCB TECHNICAL STANDARDS <br /> <br />WHEREAS, the floodplain information in said new report dated July 2000 meets all of the <br />requirements, based on a cursory review by the CWCB staff and a more detailed review by Natural <br />Resources Conservation Service and Mesa County, for detailed information listed under the Board's <br />"Rules and Regulations for the Designation and Approval of Floodplains and of Storm or Floodwater <br />Runoff Channels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, flood frequency peak discharges were computed using the TR-20 (NRCS) and <br />HEC-2 (Corps of Engineers) computer models using the NRCS 24-hour type II rainfall distribution; and <br /> <br />WHEREAS, there is no existing floodplain information for Douglas Wash depicted on the <br />FEMA regulatory floodplain mapping (community-panel #080115 0480 C) and the study areas are <br />currently shown as unshaded Zone X; <br /> <br />DESIGNATION AND APPROVAL ACTION <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in <br />regular meeting assembled in Gunnison, Colorado, this 24th day of July 2000, that it does hereby <br />designate and approve as detailed floodplain information the lOO-year floodplains for East Douglas <br />Wash and West Douglas Wash as described by the floodplain delineations and floodwater surface <br />elevations in said new report dated July 2000; and <br /> <br />BE IT FUR THER RESOLVED that the Secretary of the Board is directed to send a certified <br />copy of this resolution to Mesa County and the Federal Emergency Management Agency Region 8. <br /> <br />2 <br />
