Washington, D.C. 20472 Agency RE: Cherry Creek, Arapahoe County, Colorado Letter of Belief Dear Bill: As we discussed last week, I am reque"ting that FEMA review the enclosed re- port and plan for the improvement along Cherry Creek and, if appropriate, issue a letter of belief for the planned improvements. As we discussed, the improvements along Cherry Creek will be presented to FEl1A in three stages. These stages are as follows: 1. Obtain Letter of Map Revision for the existing bas"line conditions. This work involves updating the current FEMA floodplain defInition to a more technically supportive analysis u:;ing U.S. Army Corps of Engineers' hy- drology and a very detailed hydraulic model which utilizes detailed field survey. 2. Obtain Creek. Cherry Letter of Belief (1.0.13.) for proposed improvements to Cherry These improvements will he made in conformance to the approved Creek Master Plan. 3. Obtain Letter of Map Revision for the constructed Improvements. ',e have submitted the information required for Stage 1 previously and, accord- ing to Mr. Steve Wilde of Dames and Moore, the review is almost complete. It was originally contemplated that each of the developers in the area of the Master Plan would submit a request for the t.O.B. and L.O.M.R. (Stages 2 and 3) separately and independently. However, I believe that it would be better, both from a technical and review viewpoint, to obtain ~, single Letter of Be- lief. This would allow FEMA to review the project in Its entirety and not in individual phases. The developers haVE already agreed to construct their im- provements in accordance to the Master Plall, so a combined 1.0.B. would be appropriate. Therefore, I would request that the enclosed study and preliminary plan be re- viewed per our request for a Letter of Belief. This Letter of Belief would apply to all channel improvements between Arapahoe Road and the Arapahoe-Doug- las county line.
