<br />If P is less than 3, or a negative quantity, the
<br />material will be accepted as being in conformity. In
<br />cases where one or more elements show a positve P
<br />value, such positive values will be added and the
<br />resulting sum will be used to determine whether the
<br />material is in conformity. If the total P value is
<br />between 3 and 25, the Engineer may require
<br />correction or he may accept the material at a reduced
<br />price. If P is greater than 25, the Engineer may: (1)
<br />require complete removal and replacement with specifi-
<br />cation material at no additional cost to the Division;
<br />(2) require corrective action to bring the material into
<br />conformity at no additional cost to the Division; or
<br />(3) where the finished product is found to be capable
<br />of performing the intended purpose and the value of
<br />

<br />the finished product is not affected, permit the
<br />Contractor to leave the material in place with an
<br />appropriate price adjustment to be based on engineer-
<br />ing evaluation but not to be less than that which
<br />would have occurred had an adjustment been made
<br />where P = 25.
<br />When aggregate sieve analysis for Item 304
<br />deviates from specification requirements and the
<br />total Pis 3 or greater, the reduction will apply to the
<br />Contract price multiplied by 0.60.
<br />If asphalt cement is not paid for separately, the
<br />following will apply:
<br />(1) When the penetration value or viscosity of
<br />asphalt deviates from specification require-
<br />ments and Pis 3 or greater, the reduction will
<br />apply to the Contract price multiplied by 0.30 for
<br />Items 301 and 403 and 0.20 for Item 410.
<br />(2) When the aggregate sieve analysis, asphalt
<br />content or compaction deviates from the specifi-
<br />cation requiremente and the total P is 3 or
<br />greater, the reduction will apply to the Contract
<br />price multiplied by 0.60 for Items 301 and 403,
<br />and 0.70 for Item 410.
<br />Acceptance and pay factors for air content and
<br />slump of all concrete will conform to 601.17.
<br />When analyzing Item 412, Concrete Pavement,
<br />and Item 601, Structural Concrete, for determination
<br />of price adjustment, the following method will be
<br />used:
<br />When the aggregate sieve analysis or con-
<br />crete pavement density deviates from speci-
<br />fication requirements and the total P for the
<br />item is 3 or greater, the reduction will apply
<br />to the contract price multiplied by 0.60 for
<br />Item 412 and 0.05 for Item 601.
<br />When the aggregate sieve analysis for
<br />concrete aggregate deviates from speci.
<br />fication requirements and the total P for the
<br />item is 3 or greater, the reduction will apply
<br />to the contract price multiplied by 0.20 for
<br />Items 507, Slope & Ditch Paving, 606, Guard-
<br />rail, 608, Sidewalks and 609, Curbing.
<br />Price adjustment for those elements which are not
<br />included in the Table of Price Reduction Factors will
<br />be determined by the Engineer.
<br />The Contractor will not have the option of
<br />accepting a price reduction in lieu of producing
<br />specification material. Continued production of non.
<br />specification material will not be permitted. Material
<br />which is obviously defective may be isolated and
<br />rejected without regard to sampling sequence or
<br />location within a lot.

<br />105.04 Coordination of Plans, Specifica-
<br />tions, Supplemental Specifications, and Spe-
<br />cial Provisions. These specifications, the supple-
<br />mental specifications, the plans, special provisions,
<br />and all supplementary documents are essential parts
<br />of the Contract, and a requirement occurring in one
<br />is as binding as though occurring in all. They are
<br />
