FLOOD INSURANCE STUDY

1.0 INTRODUCTION

1.1 Purpose of Study

The purpose of this Flood Insurance Study is to investigate the
existence and severity of flood hazards in the Town of Estes Park,
Larimer County, Colorado, and to aid in the administration of the
National Flood Insurance Act of 1968 and the Flood Disaster Protection
Act of 1973. Initial use of this information will be to convert
Estes Park to the regular program of flood insurance by the Federal
Insurance Administration. Further use of the information will be
made by local and regional planners in their efforts to promote
sound land use and flood plain development.

1.2 Coordination

The community base map was selected and streams requiring detailed
study were identified in meetings attended by personnel of the study
contractor, the Federal Insurance Administration, the Colorado Water
Conservation Board, Larimer County, and the Town of Estes Park in
March and April 1976. Another coordination meeting, attended by
representatives of the study contractor, the Federal Insurance
Administration, and the Town of Estes Park, was held in January 1977
to familiarize town officials with the National Flood Insurance
Program and to inspect the streams chosen for detailed study. At
this meeting, Black Canyon Creek, originally scheduled for detailed
study, was changed to study by approximate methods north of the
Municipal Building. The narrow flood plain in an undeveloped area
did not warrant a detailed study.

The results of the study were reviewed at a final coordination
meeting held during a regular meeting of the Town Council on Septem-
ber 27, 1977. Representatives 'of the Federal Insurance Administration
and the study contractor, as well as several town residents, attended
this meeting. Some concern- was voiced over flood boundaries, but no
serious problems are anticipated.

1.3 Authority and Acknowledgments

The source of authority for this Flood Insurance Study is the
National Flood Insurance Act of 1968, as amended.

The hydrologic and hydraulic analyses for this study were performed
by Gingery Associates, Inc., for the Federal Insurance Administration,
under Contract No. H-4017. This work, which was completed in
July 1977, covered all significant flooding sources affecting the
Town of Estes Park.
