<br />. <br /> <br />. <br /> <br />This new construction outside of Black Hawk in Gilpin County is also reflected <br />in the town's decreasing percentage of the county's total assessed valuation. <br />Table 2 indicates that from 1973 through 1977 Black Hawk's assessed valuation <br />as a percentage of the total county's decreased from 7.8 to 5.7 percent. In <br />absolute dollars, however, the town's assessed valuation increased by $165,980 <br />or 25 percent. During this same period, the total county's assessed valuation <br />increased by $5.2 mi1l1on or 55 percent. <br /> <br />. <br /> <br />Retail Sales. In addition to assessed valuation, retail sales are a major <br />source of tax revenue. As indicated in Table 3, retail sales in Black Hawk <br />have increased by $134,197 or 19.4 percent form 1973 through 1977. (This <br />percentage increase is largely the result of inflation). As a percentage of total <br />county revenues, however, retail sales in Black Hawk decreased from 22.2% to <br />18.5% during the same period. (The same decrease in the percentage of total <br />county retail sales can be observed for Central City). This decrease is the <br />result of an increasing percentage of retail sales in the unincorporated portion <br />of Gilpin County. From 1973 through 1977, the percentage of total county <br />retail sales increased from 8.9 percent to 18.2 percent in the unincorporated <br />area. <br /> <br />. <br /> <br />. <br /> <br />Due to the reliance on tourism trade, retail sales are highly seasonal. Sixty <br />percent of Gilpin County retail sales were made in the four month period from <br />June through September 1976. <br /> <br />. <br /> <br />Busines s. There are 38 identified busines ses in Black Hawk. Included in this <br />figure is the proposed Gilpin County Bank, which will be a major attractor of <br />household and business activity. The majority of the businesses are oriented <br />to serve a tourist market and therefore experience seasonal fluctuations in <br />sales.
