<br />__ The flood protection plan developed by Homewood, Illinois, recommended funding only <br />elevation projects rather than cheaper dry flood proofing projects, because the Village <br />could not be sure that a dry flood proofed building would be properly maintained by the <br />owners over time. <br /> <br />__ The Illinois Department of Transportation, Division of Water Resources, helped establish <br />a low interest loan program for communities in 1988. It gave the communities guide- <br />lines to determine which types of projects could be funded based on the flood depths and <br />building types.
