<br />" <br /> <br />appears that the President of this Association recommended <br />to the District office of the Army Engineers, prior to the <br />release of the subject report and while it was under prepara- <br />tion, that, the plan for this improvement should be so devised <br />as to leave open for consideration the flood control benefits <br />which might be allocated to the planned Bureau of Reclamation <br />reservoir above Pueblo and thereby preserve as far as possible <br />the economic feasibility of the~proposed Gunnison-Arkansas <br />Project. <br /> <br />It appears that the recommendations of the Army En- <br />gineers contained i,n the report, to which these comments <br />and views are directed, eliminate any appreciable economic <br />or physical adverse effect on the proposed Pueblo reservoir. <br />This conclusion is amply supported by the report of the Board <br />of Engineers for Rivers and Harbors. In this connection, it <br />is noted that this report confi,nes 'che recommended local <br />flood control improvement at Pueblo to works urgently needed <br />for the protection of an area which is subject to inundation <br />by backwater near the confluence of the Fountain and Arkansas <br />Rivers; and this same report concludes that <br /> <br />"further flood protection of the backwater area <br />, at Pueblo is urgently needed but that further <br />considerati,on of additional protection for ' <br />water supply and sewage disposal facilities <br />for other areas in the vicinity of Pueblo <br />should be deferred for inclusion in the <br />pending comprehensive report on the Arkansas <br />River above Great Bend, Kansas". <br /> <br />The estimated cost of the recommended improvement is <br />$213,230 fox: new construction work, of which $208,943 would <br />be Federal and $4,287 non-Federal. The corresponding Federal <br />and non-Federal annual costs are estimated at $8,181 and $603 <br />respectively, a total of $8,784. The average annual tangible <br />benefits from the improvement are estimated at $14,800 which <br />gives a benefit-cost ratio ,of 1.7 when compared with the <br />estimated aVerage annual cost of $8,784. <br /> <br />It is further noted that the flood damage from backwater <br />in the'area which will be benefited by the proposed local im- <br />provement occurs to a large extent because of flows at certain <br />times in the Fountain River, which would not be controlled by <br />the proposed Pueblo reservoir" It is observed, too, that the <br />benefits from the proposed local improvement at Pueblo are <br />limited to the levee extending from the north abutment of <br />Sante Fe Avenue bridge to the high ground adjacent to the <br />Missouri Pacific Railroad right-of-way. <br /> <br />- 3 - <br />
