tion of' a reservoir near Mustang, CoJ.orado, 44.5 miles above the ~6uth of
the river. The improvement would reduce a flood of 40,000 cubic tfet per
second d:i.scharge to bank capacity of 10,000 cubic reet per second nd
thereby eliminate all damages !'rom floods up to and including 40,0 0 cu-
bic feet per second in the lower valley except those due' to caving banks"
After considering prior irrigation rights below the dam site, apprpxi-
mately 5,200 acre-feet of supplemental irrigation water would be ajvail-
able. He estimates the first cost of the improvement at $2,609,30P and
the annual carrying charge at $127,600,; The annual benefits are esti-
mated at $56,970. The ratio of benefits to, costs is .45 to 1. He*onu
eludes that the improvement is not economically justified and ree ends
that no stream improvement project on Huerfano River, COlorado, be-au-
