5. The Sponsoring Local Organhations and the Service will cad'\
bear the costs of Project Administration whictl it incurs,
estimated to be $17,000 and $266,600 respectively.

~o member of or delegate to Congress, or resident commissioner,
shall be admitted to any share or part of this agreement, or
to any benefit that III3Y arise therefran; but this provision
shall not he construed to extend to this agreement if made with
a corporation for its general benefit.
The program conducted will be in compliance,with.all req~i~e-
ments respecting nondiscrimination as conta1.ned 1n the e11'1l
Rights Act of 1964 and the regulations of the Secretary of
Agriculture (7 C.F.R. 15.1-15.12), which provide that no
person in the united States shall, on the ground of race,
color or national origin, be excluded from participation in,
be de~ied the benefits of, or be subjected to discrimination
under any activity receiving Federal financial assistance.

6. The Sponsoring Local Organizations will obtain agreements
frunownersofnot less than SO percent of the landahove
each reservoir and floodwater retarding structure that they
will carry out conservation fam or ranch plans on their land.
7. The Sponsoring Local Organizations will provide assistance
to the landowners and operators to assure the installation
of the land treatment measures shown in the watershed werk
plan.
8. The Sponsoring Local Organizations will encourage land owners
and operators to operate and maintain the land treatment
measures for the protection and improvement of the watershed.
9. The Colorado State Forest Service, cooperating with and through
the U.S. Forest Service, will continue to provide training and
equipment for fire control to the Wellington Fire Protection
District.

10. The Spotl-'loring Local Organizations will be responsible for the
operation and maintenance of the structural w<lrks of improve-
ment by actually perfoming the work or arranging for such
w<lrk in accordance with agreements to be entered into prior
to issuing invitations to bid for construction work. (Pre-
sently estimated at $3,860 annually).
The costs shown in this agreement represent preliminary
estimates. In finally determining the costs to be borne by
the parties hereto, the actual costs incurred in the instal-
lation of works of improvement will be used.

This agreement is not a fund obligating document. Financial
and other assistance to be fumished by the Service in
carrying out the watershed work plan is contingent on the
appl'(ljlriation of funds for this PU11'ose.
A separate agreement will be entered into between the
Service and the Sponsoring Local Organizations before
either party initiates work involving funds of the other
party. Such agreement will set forth in detail the
financial and w<lrking arrangements and other conditions
that are applicable to the specific w<lrks of :iJlIprovement.
13. The watershed work plan may he amended or revised, and this
agreement may be modified or terminated, only by mutual
agreement of the parties hereto.
