Elevation on piles has, to date. been used on <br />individual structures, but has not been applied to entire <br />subdivisions. <br /> <br />Watersheo M~n~qement <br /> <br />This measure includes the use of reforestation techniques <br />and forest fire controls as well as terracing, where <br />feasible. to minimize runoff and sediment production from a <br />watershed feeding a fan. Such techniques can be used in <br />combination with all other measures to reduce their required <br />capacity. Use of watershed management is highly dependent <br />on the watershed slope. soil characteristics. and climate. <br /> <br />Flood Plain Zoninq <br /> <br />Zoning is used to reserve fan areas for flow conveyance. <br />detention, or diversion and to prohibit or limit development <br />in high flood hazard areas. The unpredictable nature of <br />flooding on fans makes such zoning difficult and uncertain <br />unless either (1) much of the fan is zoned as a floodway or <br />(2) controls on the flow path, such as armored levees, are <br />installed to direct the flow as needed. The amount of land <br />which must be removed from development can be substantially <br />reduced through the use of control measures.
