<br />showing the completion date, the sponsor acceptance date, and Project inspection dates, <br /> <br />In January 1981, the Corps prepared the Operation and Maintenance ,Manual (O&M <br />Manual) for the Granada Flood Control Project. Th,~ O&M Manual provides infom1ation about <br />the Project, briefly describes major Project facilities, and presents basic instructions for proper <br />operation and maintenance of the Project and facilities, <br /> <br />The Federal Emergency Management Agency (FEMA) acknowledged the Project's <br />protection in a letter dated June 14, 1984 to the Town of Granada. FEMA stated in the letter that <br />they had determined that the community (Town of Granada) met FEMA's criteria for conversion <br />into the Regular Flood Insuranc:e Program as minimally flood prone on the basis that the Town's <br />Special Flood Hazard Area was small in size, with minimal flooding problems, and was unlikely <br />to be developed in the foreseeable future. The Flood Insurance Rate Map (FIRM) cited in this <br />letter was produced from the previously issued Flood Hazard Boundary Map, The effective date <br />of this action and the final FIRM was September 24, 1984, <br /> <br />Plans for rehabilitation of a portion of the Project were prepared in May 1985 and the <br />rehabilitation accomplished thereafter. This rehabilitation was on the right bank 0 f the floodway <br />and the right levee directly across the floodway (east) from the point of entry of Wolf Creek into <br />the floodway channel. <br /> <br />FLOOD CONTROL PROJECT <br /> <br />Proiect Description <br /> <br />Following the flood of June 1965, the Town of Granada requested that the Corps <br />investigate and reconunend a course of action to alleviate flood problems at Granada, Subsequent <br />Corps investigations and studies resulted in the construction of the Granada Flood Control Project <br />(Project) which was completed November 30, 1980, The Project's general features are shown <br />in Appendix II on Figure I (Plate No.1, titled General Plan, dated May 1980 fi~om the Corps' <br />January 1981, O&M Manual. <br /> <br />The Project consists of the following features: <br /> <br />* A floodway channel for Wolf Creek. Wolf Creek enters the Arkansas River floodplain <br />southwest of the Project area and the Town. Wolf Creek then flows east aJong the south <br />side of the AT&SF Railroad embankment for about 1/2 mile before entering the Project <br />area. Wolf Creek enters the floodway channel from the west (perpendicular to the <br />floodway channel which flows north) just upstream of the AT &SF Railroad bridge. The <br />floodway channel begins about 970 feet south of the point where Wolf C~eek enters the <br />floodway channel and extends north under the U.S. Highway 50 bridge and the AT&SF <br />Railroad bridge, The floodway then continues northeast about I mile to a point about <br />1600 feet east of the V,S, Highway 385 bridge north of the Town, Th,: floodway <br />channel transitions to an outfall channel at this point.
