<br />INTRODUCTION <br /> <br />Authorization <br /> <br />The Colorado Water Conservation Board (Board) has certain statutory responsibilities <br />relating to designation and approval of flooO water runoff channels or basins as follows: <br /> <br />... "to devise and formulate methods, means, and plans for bringing about the greater <br />utilization of the waters of the state and the prevention of flood damages therefrom, and <br />to designate and approve storm or floodwater nmoff channels or basins, and to make such <br />designations available to legislative !Jodies of cities and incorporated towns, to county <br />planning commissions, and to boards of adjustment of cities, incorporated towns, and <br />counties of this state"..., Section 37-60-106 (I)(c) of the Colorado Revised Statues (CRS), <br /> <br />The Board's "Rules and Regulations for the Designation and Approval of Floodplains and <br />of Storm or Flood Runoff Channels in Colo(ado" allow the Board under certain conditions to: <br /> <br />..."take action at its own initiative to ;:onsider the designation and approval of floodplain <br />information"... (2 CCR 408-1, Rule <i.D.2). <br /> <br />A current designation and approval of floodplain information is needed for the Town of <br />Granada (Town), Prowers County, Colorado. The designation will include recognition of the <br />modified 100-year floodplain due to protection of the Town by flood control stmctures, levees, <br />and channel improvements of the Granada flood Control Project (Project). The Project was <br />designed and constructed by the D.S, Army Corps of Engineers (Corps) and construction was <br />completed on May 20, 1980. The official con1pletion date was November 30, 1980 when seeding <br />was finished. <br /> <br />Purpose and Scope <br /> <br />This Report documents the modified 1 OO-y'~ar floodplain which shows the benefits of the <br />Granada Flood Control Project for the Town of Granada, <br /> <br />The Report includes: <br /> <br />* Background flood hazard information for the Town, <br />* Acknowledgement of the Gtanada Flood Control Project, <br />* Hydrologic and hydraulic d[lta, <br />* Floodplain delineations and profiles, <br />* Recommendations of the Board staff regarding former floodplain designations, <br />
