Flood Plain Definition

The flood plain limits on both the main drainageway and
the south tributary have been determined for each of
the four storm frequencies to illustrate the extend of
flooding and also for a means of determining an estimate
of the approximate flood damages.

d. Flood Damage Analysis

The expected economic flood damage for the various storm
frequencies has been calculated and converted into an
average annual damage associated with potential flooding
The damages have been estimated on present day conditions
and do not assume future development into the flood plain
areas.

e. Alternatives

Three alternatives were developed and presented to the
City for their review and evaluation. The alternatives
were presented with approximate costs and benefits to
derived from each approach. The alternatives were
presented in a schematic nature with sufficient infor-
mation presented to allow for comparison between alter-
natives. The alternatives were summarized and pre-
sented in an interim report dated March 18, 1974 and
were discussed along with the other background informa-
tion available at that time.

f. Alternative Selection

The interim report was prepared and submitted to the City
for review and consideration. The City planning staff
reviewed the. alternatives with the Planning Commission,
City Council and general public and selected an alterna-
tive for more detailed investigation and consideration.

g. Master Plan

Following the selection of the desired alternative,
detailed preliminary planning was completed throughout
the study area. The plan included the completion of
the necessary drawings and base maps depicting the essen-
tial information of the plan, including a basin boundary
map, inventory of all existing drainage facilities, loca-
tion of all utilities in the general area determined from
available utility maps, any available soil information
relative to the channel and various other critical aspects
of the proposed plan.

1-2
