<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />reach from the South Platte River to Rio Grande Street and <br />the development and implementation of a strong flood plain <br />management program including flood plain zoning and qualifi- <br />cation for flood insurance in the reach from Rio Grande Street <br />to Powers Park on the main stream. On the South Tributary, <br />improvements were recommended for Windermere Street in the <br />area north of Powers Avenue while flood plain zoning, flood- <br />proofing and flood insurance are suggested for the areas up- <br />stream of Datura Street. <br /> <br />This alternative was evaluated in greater detail during the <br />latter part of the planning contract. Base maps were prepared <br />which outlined the preliminary plan graphically and indicated <br />the specifics of the plan. <br /> <br />The total estimated project cost for the proposed preliminary <br />plan is $523,200. This is broken down into $379,400 on the <br />main stream and $143,800 on the South Tributary. Various <br />approaches to financing the proposed recommendation have been <br />suggested in the report. It is not suggested that the recom- <br />mended structural improvements be undertaken in one single <br />project but that they be implemented on an as needed basis in <br />the downstream reaches of the main stream and on the basis of <br />fund availability on the South Tributary. <br /> <br />A major part of the proposed plan is the implementation of a <br />strong, widely publicized and continuous flood plain manage- <br />ment program. The basic requirements of such a program have <br />been outlined in the report as they might concern Slaughterhouse <br />Gulch. Such a program can obviously be extended to all major <br />streams throughout the City of Littleton. This phase of the <br />program should be implemented immediately. <br /> <br />The proposed master plan generally outlines an equitable pro- <br />gram which can achieve the same objectives as a structural <br />program. Costs have been kept to a minimum to permit imple- <br />mentation and funding sources have been identified which can <br />be used for a majority of the funding requirements. The plan <br />is equitable to both the City and the private property owners <br />who recognize the greatest flood hazard. The planning process <br />undertaken by the City has identified the major flood problems <br />within the study area and thus fulfills an obligation to its citi- <br />zens for initiating and carrying out programs benefiting the <br />health, safety and welfare of the general public. <br /> <br />This report represents wise and proper planning efforts by the <br />City of Littleton. It is im~ortant that the plan be adopted <br />and implemented immediately to reap the benefits of this plan- <br />ning. Postponing the implementation of the plan is only gam- <br />bling against the possible occurrence of a major flood event <br />and substantial economic and social damage. <br /> <br />XII-2 <br />
