In a letter dated October 10, 2000, Mr. Bruce Behrer Jr" P.E., <br />Project Manager, Muller Engineering Company, Inc., requested that FEMA evaluate the effects that <br />more detailed topographic information along Bear Creek from approximately 75 feet downstream to <br />approximately 450 feet upstream of Estes Street and proposed redevelopment on the LAGO property <br />along the northern overbank of Bear Creek from approximately 150 feet upstream to approximately <br />1,350 feet upstream of Estes Street would have on the flood hazard information shown on the effective <br />FIRM and FIS report. The Special Flood Hazard Area (SFHA), the area that would be inundated by the <br />flood having a I-percent chance of being equaled or exceeded in any given year (base flood), along these <br />reaches is designated Zone A, an SFHA with no Base Flood Elevations determined. <br /> <br />All data required to complete our review of this request for a Conditional Letter of Map Revision <br />(CLOMR) were submitted with letters from Mr. Behrer. <br /> <br />The effective FIRM previously was revised by a Letter of Map Revision (LOMR) that became effective <br />on October 27, 2000, to correct the SFHA along Bear Creek from just downstream to approximately <br />1,300 feet upstream of Estes Street. <br /> <br />We reviewed the submitted data and the data used to prepare the effective FIRM for your community and <br />determined that the proposed project meets the minimum floodplain management criteria ofthe NFIP. <br />The submitted existing conditions HEC-2 hydraulic computer model, dated October 5, 2000, based on <br />updated topographic information, was used as the base conditions model in our review ofthe proposed <br />conditions model for this CLOMR request. We believe that, if the proposed project is constructed as <br />shown on the submitted topographic work map entitled "Lago Property, Floodplain Delineation Plan, <br />Sheet 2 00," prepared by Muller Engineering Co., Inc., dated October 10, 2000, and the data listed <br />below are received, a revision to the FIRM would be warranted. <br /> <br />As a result of the more detailed topographic information, the existing conditions base flood water-surface <br />elevations (WSELs) along Bear Creek decreased compared to the effective base flood WSELs. The <br />maximum decrease in base flood WSEL, 0.1 foot, occurred approximately 650 feet upstream of Estes <br />Street. <br />
