<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />and that the focus of this project will be drainage and flood mitigation for the western, northern <br />and eastern sectors of the City via: <br /> <br />(a) improvements adjacent to Pawnee Creek, in an effort to eliminate overflows, by directing <br />flood flows toward the South Plate River south of the City of Sterling; <br /> <br />(b) the potential for alleviating flooding by Sand Creek primarily through construction of a <br />large (approximately 150 ac-ft) multi-use, detention facility near Pioneer Park, as well <br />as other Sand Creek floodplain improvements; and <br /> <br />(c) channel improvements, including a possible detention facility, for the Pioneer Ditch <br />Basin . <br /> <br />Although we have less prior knowledge of the details associated with the Sterling <br />drainage system than we would normally prefer, we see a significant potential benefit of having <br />the system evaluated with a "new set of eyes." We offer the commitment and dedication to <br />develop a complete understanding of all aspects of previous drainage problems and all proposed <br />flood control improvement projects. Furthermore, we would provide a new perspective by a <br />highly-qualified consultant with extensive experience in the analysis of surface water movement <br />and management. This experience, along with our proven ability in the implementation of <br />improvement projects, would be highly beneficial in investigating all potential alternatives with <br />the end result being the most effective and efficient storm water management and improvement <br />plan. <br />It is our understanding that the City of Sterling seeks to develop a comprehensive plan <br />of major drainage and flood control improvements, establish a priority list of improvements, and <br />answer the following questions related to the existing drainage improvement proposals. <br /> <br />. Are the current project proposals and recommendations compatible with the community's <br />needs and interests for the improvement of their flood control facilities? <br /> <br />. Are changes required to the existing project proposals to fulfill the flood control <br />objectives of the community? <br /> <br />. Are the residual damages and floodplain delineations in agreement with the proposed <br />improvements? <br /> <br />. Are the overall project benefits commensurate with the proposed improvements and <br />community expectations? <br /> <br />To address the first of these questions will require close communication with the Public <br />Works Department, the Colorado Water Conservation Board, and all other interested community <br />elements to establish the framework within which the flood control plan must function.
