lO. The State of Color"do has indicated its support for the
expanded recreation area and a willingness to assume the cost-sharing
obligations ther,eof as required by the Federal Water Project Recreation
Act. A letter oE intent to f~rnish the appropriate cooperation is an
attachment to th" supplemental report. The Department of the Interior,
also, has recommended the construction of the optimum plan of recrea-
tion development.

ll. After due consideration of the reports, of the District and
Division Enginee'rs, the Board of Engineers for Rivers and Harbors, and
in accordance wi::h the previous discussions) I recommend that the proj-
ect for the South Platte River and Tributaries be modified to include
the construction of a dam and reservoir on Bear Creek, a tributary of
the South Platte River in Colorado, for flood control, general recrea-
tion, and fish and wildlife enhancement; generally in accordance with
the plans in the supplemental report, and with such modifications
thereof as in the discretion of the Chief of Engineers may be advisable;
at an estimated cost to the United States of $32,314,000 for construc-
tion and $40,000 annually for operation, maintenance, and replacements;
Provided that, p:rior to construction, local interests furnish assurances
satisfactory to the Secretary of the Army that they will:

a. In accordance with the Federal Water Project Recreation Act:

(1)
fish and wildlife

Administer land
enhancement;

and water areas for recreation and

(2) Pay, contribute in kind, or repay (which may be
through user fees) with iPterest, one-half of the separable cost
allocated to rec;:eation and fish and wildlife enhancement, presently
estimated at $l,9ll,000; and

(3) Bear all costs of operation, maintenance, and
replacement of recreation aud fish and wildlife lands and facilities
including water replacement, presently estimated at $195,000 on an
average annual basis;
