<br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
<br />Flood Insurance Rate Map (FIRM), Flood Boundary and Floodway Map (FBFM), and Flood Insurance Study
<br />(FIS) report for your community in accordance with Part 65 of the National Flood Insurance Program (NFIP)
<br />regulations, In a letter dated June 4, 1999, Mr, Roderick L. Wensing, Town Administrator, Town of
<br />Windsor, requested that FEMA revise the FIRM, FBFM, and FIS report to show. the effects of corrections
<br />to the alignment of County Road 17, a correction to the geometry of Eastman Park Drive for superelevation,
<br />updated topographic information, and optimization of the floodway along the profile baseline of the Cache
<br />La Poudre River from just downstream to approximately 3,000 feet upstream of the corrected alignment of
<br />County Road 17, The corrected alignment of County Road 17 is located approximately 1,100 feet
<br />downstream ofthe Weld County corporate boundary and is shown on the revised FIRM for the Town of
<br />Windsor,

<br />All data required to complete our review of this request were submitted with letters from Ms, Monica
<br />Daniels-Mika, AJ,C.P" Director, Weld County Department of Planning Services; Mr, Christopher J,
<br />Pauley, P,E., Project Engineer, Anderson Consulting Engineers, Inc,; and Mr, Wensing,
<br />
<br />We have completed our review of the submitted data and the flood data shown on the effective FIRM,
<br />FBFM, and FIS report, We have revised the FIRM, FBFM, and FIS report to modifY the elevations of the
<br />flood having a I-percent chance of being equaled or exceeded in any given year (base flood) along the profile
<br />baseline of the Cache La Poudre River from approximately 500 feet upstream to approximately 3,000 feet
<br />upstream of the corrected alignment of County Road 17, We also have revised theFBFM to modifY the
<br />floodway boundary delineations along the profile baseline of the Cache La Poudre River from approximately
<br />1,200 feet upstream to approximately 2,100 feet upstream of the corrected alignment of County Road 17,
<br />As a result of the modifications, the base flood elevations (BFEs) for the Cache La Poudre River increased
<br />in some areas and decreased in other areas, and the width of the regulatory floodway decreased. All affected
<br />property owners were notified of the revisions to the floodway boundaries through a notice published in the
<br />Windsor Beacon on June 10, 1999, The modifications are shown on the enclosed annotated copies of FIRM
<br />Panel(s) 0605 D; FBFM Panel(s) 0001; Profile Panel(s) 61P, 62P, and 63P; and affected portions of the
<br />Floodway Data Table, This Letter of Map Revision (LOMR) hereby revises the above,referenced panel(s)
<br />ofthe effective FIRM and FBFM and the affected portions of the FIS report, all dated September 27, 1991.
