We appreciate the opportunity to review and comment <br />on this draft report. <br /> <br />We have quite a few comments to offer. First of all, we <br />are not sure if this report is meant to deal with the City and <br />County of Denver alone, or the Denver metro area. The report con- <br />sistently mentions the City of Denver, but the population figures <br />given include incorporated areas around Denver. The population <br />of the unincorporated areas surrounding Denver does not appear to <br />be addressed at all. <br /> <br />The two procedures used to estimate the damages which would <br />occur if the 1965 storm were centered over the Denver metro area <br />are procedures we are not familiar with. and they would seem to give <br />only very rough approximations of possible flood damages. <br /> <br />The report does not acknowledge the great amount of work that <br />has been accomplished by the Urban Drainage and Flood Control District <br />in cooperation with local governments and the Colorado Water Conser- <br />vation Board. The uninformed reader would get the impression that <br />very little has been accomplished in the way of flood loss management, <br />and this is not the case. A great deal has been done in this area as <br />evidenced by the enclosed Summary of District Activities and Status <br />of Projects, dated July, 1977. The report also contains many errors <br />in the names and spelling of drainageways. In general. the first four <br />parts need much additional work to clear up the accuracy and clarity <br />of the report. <br />
