<br />FLOOD INSURANCE STUDY <br />LOGAN COUNTY, COLORADO (UNINCORPORATED AREAS) <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study investigates the existence and <br />severity of flood hazards in the unincorporated areas of Logan <br />County, Colorado, and aids in the administration of the National <br />Flood Insurance Act of 1968 and the Flood Disaster Protection Act <br />of 1973. This study will be used to establish actuarial flood <br />insurance rates and assist the community in their efforts to <br />promote sound floodplain management. Minimum floodplain <br />management requirements for participation in the National Flood <br />Insurance Program (NFIP) are set forth in the Code of Federal <br />Regulations at 44 CFR, 60.3. <br /> <br />In some states or communities, floodplain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than those on which these Federally-supported studies are based. <br />In such cases, the more restrictive criteria take precedence and <br />the State (or other jurisdictional agency) will be able to <br />explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this <br />National Flood Insurance Act of <br />Protection Act of 1973. <br /> <br />Flood Insurance Study are the <br />1968 and the Flood Disaster <br /> <br />The hydrologic and hydraulic analyses for the South Platte River <br />and Pawnee Creek used for this study were performed by the U.S. <br />Army Corps of Engineers (COE), Omaha District, as reported in <br />Special Flood Hazard Information Report. South Platte River. <br />Volume III (Reference 1), and Floodplain Information. South <br />Platte River and Pawnee Creek. Sterling, Colorado (Reference 2). <br />The hydrologic and hydraulic analyses for Sand Creek and the <br />Pawnee Creek Overflow used for this study were performed by <br />Charles F. Leaf, P.E., and Resource Consultants, Inc., as <br />reported in Sununarv Report, Floodplain Informat ion. Sand Creek <br />and the Pawnee Creek Overflow at Sterling, Colorado <br />(Reference 3). <br /> <br />1.3 Coordination <br /> <br />In August 1987, the Federal Emergency Management Agency (FEMA) <br />directed its Technical Evaluation Contractor to prepare a Flood <br />Insurance Study for Logan County using information publ ished in <br />floodplain information reports prepared by the COE, Omaha <br />District, Charles F, Leaf, P.E.; and Resource Consultants, Inc. <br />(References 1, 2, and 3). <br />
