WHEREAS, a floodplain information report entitled "Flood-
plain Information Report - Running Creek, and prainage Study -Town
of Elizabeth, Colorado," dated July, 1979, has been prepared by
Water Resources Cons~ltants, Inc., at the request of the Town of
Elizabeth, Elbert co~nty, and the Colorado Water Conservation Board;
and

WHEREAS, s~id report describes and o~tlines the floodplain
data and information for the storm and floodwater runoff channels
Or basins of the studY areai and

WHEREAS, tlle Town of Elizabeth and tbe Board of County
commissioners of Elbert County have requested the Colorado Water
Conservation Board to designate and approve the floodplain areas
as set forth in the aforesaid report; and

WHEREAS, Section 37-60-106(1), Colorado Revised Statutes
1973, requires the colorado water Conservation Board to assist in
the prevention Of floods and flood damages therefrom; and

WHEREAS, sections 31-23-201 and 30-26-111, Colorado Revised
Statutes 1973, provide that such legislative bodies of local juris-
dictions may provide zoning regulations for land uses on Or along
any storm Or floodwater runoff channel Or basin only after designa-
tion and approval by the Colorado Water Conservation Board; and

WHEREAS, Section 37-60-106(1) (c), Colorado Revised Statutes
1973, directs tbe colorado Water Conservation Board to designate and
approve storm or floodwater runoff channels Or basins and to make
such designations available to legislative bOdies Of local jurisdic-
tions; . and

WHEREAS, the staff of the Board has ~eviewed said report
and does hereby recommend to the Colorado Water Conservation Board
that the Board designate and approve as floodplain areas those areas
inundated by a 100-year flood (intermediate regional flood) as
described by the floodwater surface elevations and profiles in said
report;

NOW, THEREFORE, BE IT RESOLVED by the Colorado Water
Conservation Board in regular meeting assembled in Denver, Colorado,
this 30th day of January, 1980, that it does hereby designate and
approve as floodplain areas those areas described as being inun-
dated by a 100-year flood as set forth in said report, and
