<br />responsibility of the users of this manual to determine the appropriateness of a particular method given <br />the site-specific hydrologic conditions of the project of interest. <br /> <br />1,4 OBJECTIVES. The overall objective of the CFHM is to provide guidance in selecting and using <br />hydrologic methods specffically for the State of Colorado which result in reasonable hydrologic values <br />for similar watersheds and promote consistency in the hydrologic methods, Specific objectives include, <br /> <br />- Establish limits and ranges for hydrologic parameters, <br />- Provide pros and cons of all acceptable hydrologic methods for the <br />study areas and regions, <br />- Acknowledge Colorado Communities with local criteria manuals, <br />: Establish regions with boundaries identifying the major topographic <br />regions, <br />- Reference hydrology publications, <br /> <br />1,5 AUTHORITY. This manual was directed and partially funded by the Colorado Water Conservation <br />Board, written and partially funded by the Omaha District, U,S, Army Corps of Engineers, and overseen <br />and reviewed by the Hydrology Advisory Committee, consisting of federal, state and local agenciE!s and <br />the private sector, Federal funding was provided through the Section 22 Planning Assistance to States <br />Program, Section 22 of the Water Resources Developm,ml Act of 1974 established the authority for <br />the Corps of Engineers to provide planning assistance to individual states in all areas of water <br />resources development <br /> <br />1.6 CONTENTS. The manual is divided into the followin9 chapters: <br /> <br />1.
