Sullivan Chairman, Douglas County Board of Commissioners 100 Third Street Castle Rock, CO 80104 Community: Douglas County, CO Community No.: 080049 Panel Affected: 0070 E Effective Date of J U l 3 0 2003 This Revision: Dear Mr, Sullivan: This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in accordance with Part 65 ofthe National Flood Insurance Program (NFlP) regulations, In a letter dated February 13,2002, Mr, Tom Williams, P,E., Stormwater Utility Manager, Department of Public Works, Town of Parker, requested that FEMA revise the FIRM and FIS report to show the effects of channel modifications associated with several bridge and roadway improvement projects along Cherry Creek from approximately 1,000 feet downstream to approximately 2,200 feet upstream of Lincoln Avenue and from approximately 400 feet downstream of West Mainstreet to approximately 620 feet upstream of the confluence with KOA Tributary and along Newlin Gulch from approximately 2,000 feet downstream to just downstream of Jordan Road, As a result of the channel modifications along Cherry Creek, the elevations of the flood having a I-percent chance of being equaled or exceeded in any given year (base flood) along Sulphur Gulch were also affected. The bridge and roadway improvements along Cherry Creek included road widening and a reconstructed five-span, 485-foot concrete girder bridge structure at Lincoln Avenue; addition of an eastbound lane and a two-span, 245-foot concrete girder bridge structure at West Mainstreet; and construction of the new Twenty Mile Road along the right overbank area of Cherry Creek south of West Mainstreet Channel modifications along Newlin Gulch were part of the Lincoln A venue roadway improvements and included construction of a new two-span, 123-foot concrete girder bridge structure approximately 1,600 feet downstream of Jordan Road; a drop structure; and placement of riprap. All data required to complete our review of this request were submitted with letters from Mr. Mark Rosser, P.E., Project Manager, CH2M Hill, and Mr, Williams, We have completed our review of the submitted data and the flood data shown on the effective FIRM and in the effective FIS report. We have revised the FIRM and FlS report to modify the elevations and floodplain and floodway boundary delineations of the base flood along the revised reaches of Cherry
