<br />. <br /> <br />. <br /> <br />. <br /> <br />crossing could not handle the flood flow due to inadequate capacity and debris blockage, The <br />incorporated communities of Elizabeth and Kiowa did not receive any notable damage from the <br />storm event. <br /> <br />County crews from the Road and Bridge Department worked diligently to repair damaged <br />roadway crossings and affected driving surfaces, County Road 13 at Whiskey Gulch was <br />impassable immediately after the flood, but the County made temporary repairs and had the road <br />re-opened within about 24 hours of the event. <br /> <br />Additional post-flood recovery will mainly consist of pumping/repairing basements, cleaning up <br />flood debris, and mending fences, There was not a local, state, or federal disaster declaration for <br />this event. Cleanup and recovery efforts were still taking place during the time of the CWCB's <br />site visit, with some work still remaining to be done, <br /> <br />Flood Mitigation Measures and Recommendations <br />The CWCB staff recommends the following items: <br /> <br />. Elbert County, the Town of Elizabeth, and the Town of Kiowa should all join the National <br />Flood Insurance Program (NFIP), The CWCB staff is available to make presentations to <br />elected officials/staff during regular meetings for each local government. Floodplain <br />regulations should be adopted and enforced by the communities in order to prevent unwise <br />development in flood hazard areas, <br /> <br />. Should the local governments choose to participate in the NFIP, then residents living in or <br />near flood prone areas should be encouraged to purchase federally backed flood insurance, <br /> <br />. Approximate floodplain delineations contained on USGS 7,5' quad maps are already <br />available for the Elbert County, The CWCB should assist the County in publishing a flood <br />report and making that information available to all citizens and interested parties, These <br />maps could become the interim regulatory maps for Elbert County as part of the NFIP, <br /> <br />. The retention reservoir located within the Western Country Ranches subdivision should be <br />breached or significantly altered, A residential structure and appurtenant structures were <br />built just below the spillway of the reservoir and received flood damage during the July 1 ih <br />flood event, These structures will continue to be at risk during future flood events, <br /> <br />. Follow up with NRCS to assist land owners (Western Country Ranches) with breaching or <br />modifying the retention reservoir. <br /> <br />. Suggest to Tracy Monasco (homeowner) that she construct a small levee along the back side <br />of her house to divert floodwaters from the Western Country Ranches tributary, <br /> <br />3 <br />
