<br />.. <br /> <br />CHANGES ARE MADE IN DETERMINATIONS OF BASE FLOOD ELEVATIONS FOR THE CITY <br />OF GOLDEN AND THE UNINCORPORATED AREAS OF JEFFERSON COUNTY, COLORADO, <br />UNDER THE NATIONAL FLOOD INSURANCE PROGRAM <br /> <br />The Federal Emergency Managemenl Agency idenlified Special Flood Hazard Areas (SFHAs) in lhe Cily <br />of Golden on May 15, 1985, and in lhe unincorporated areas of Jefferson Counly, Colorado, on August 5, <br />1986, through issuance of Flood Insurance Rate Maps (FIRMs), The Mitigation Directorate has <br />delermined lhat modification of lhe elevalions of the flood having a I-percenl chance of being equaled or <br />exceeded in any given year (base flood) for certain locations in lhese communilies is appropriate, The <br />modified base flood elevations (BFEs) revise lhe FIRMs for the communities. <br /> <br />The changes are being made pursuant to Seclion 206 of lhe Flood Disasler Proleclion Act of 1973 (Public <br />Law 93-234) and are in accordance wilh the National Flood Insurance Acl of 1968, as amended (Tille XIII <br />of the Housing and Urban Development Act of 1968, Public Law 90-448), 42 U.S.C. 4001-4128, and <br />44 CFR Part 65, <br /> <br />A hydraulic analysis was performed to incorporate construclion of a trapezoidal channel from Wyoming <br />Street to State Highway 93 (SH93), two 66-inch-diameter reinforced-concrete pipe (RCP) culverts under <br />SH93, and a 90-inch-diameter RCP culvert thaI increases to a 96-inch-diameter RCP culvert under Pine <br />Ridge Drive, The revised reach extends from Wyoming Slreel to approximately 600 feet upstream of <br />SH93. The modifications have resulted in an increase and decrease in SFHA widlh and increased and <br />decreased BFEs for the revised reach of Cressmans Gulch, The aforementioned channelized portion of <br />lhe revised reach contains the combined base flood discharges from Cressmans Gulch and Cressmans Gulch <br />Old Channel. To parlicipale in the National Flood Insurance Program (NFIP), lhe community <br />must use the modified BFEs to administer the floodplain managemenl measures of the NFIP. These <br />modified BFEs will also be used to calculate the appropriate flood insurance premium rales for new <br />buildings and their contents and for lhe second layer of insurance on exisling buildings and conlents. <br /> <br />Upon the second publicalion of notice of these changes in lhis newspaper, any person has 90 days in which <br />he or she can requesl, through lhe Chief Executive Officer of the community, lhat the Mitigation <br />Directorale reconsider lhe determinalion. Any requesl for reconsideration must be based on knowledge <br />of changed conditions or new scienlific or lechnical dala. All interested parties are on notice lhat until the <br />90.day period elapses, lhe Mitigation Directorate's determination 10 modify the BFEs may itself be <br />changed, <br />
