CHANGES ARE MADE IN DETERMINATIONS OF BASE FLOOD ELEVATIONS FOR THE CITY
OF GOLDEN AND THE UNINCORPORATED AREAS OF JEFFERSON COUNTY, COLORADO,
UNDER THE NATIONAL FLOOD INSURANCE PROGRAM

The Federal Emergency Managemenl Agency idenlified Special Flood Hazard Areas (SFHAs) in lhe Cily
of Golden on May 15, 1985, and in lhe unincorporated areas of Jefferson Counly, Colorado, on August 5,
1986, through issuance of Flood Insurance Rate Maps (FIRMs), The Mitigation Directorate has
delermined lhat modification of lhe elevalions of the flood having a I-percenl chance of being equaled or
exceeded in any given year (base flood) for certain locations in lhese communilies is appropriate, The
modified base flood elevations (BFEs) revise lhe FIRMs for the communities.

The changes are being made pursuant to Seclion 206 of lhe Flood Disasler Proleclion Act of 1973 (Public
Law 93-234) and are in accordance wilh the National Flood Insurance Acl of 1968, as amended (Tille XIII
of the Housing and Urban Development Act of 1968, Public Law 90-448), 42 U.S.C. 4001-4128, and
44 CFR Part 65,

A hydraulic analysis was performed to incorporate construclion of a trapezoidal channel from Wyoming
Street to State Highway 93 (SH93), two 66-inch-diameter reinforced-concrete pipe (RCP) culverts under
SH93, and a 90-inch-diameter RCP culvert thaI increases to a 96-inch-diameter RCP culvert under Pine
Ridge Drive, The revised reach extends from Wyoming Slreel to approximately 600 feet upstream of
SH93. The modifications have resulted in an increase and decrease in SFHA widlh and increased and
decreased BFEs for the revised reach of Cressmans Gulch, The aforementioned channelized portion of
lhe revised reach contains the combined base flood discharges from Cressmans Gulch and Cressmans Gulch
Old Channel. The lable below indicates exisling and modified BFEs for selecled locations along the
affected lengths of the flooding source(s) cited above.

Under the above-mentioned Acts of 1968 and 1973. the Mitigalion Directorale must develop crileria for
floodplain managemen1. To parlicipale in the National Flood Insurance Program (NFIP), lhe community
must use the modified BFEs to administer the floodplain managemenl measures of the NFIP. These
modified BFEs will also be used to calculate the appropriate flood insurance premium rales for new
buildings and their contents and for lhe second layer of insurance on exisling buildings and conlents.

Upon the second publicalion of notice of these changes in lhis newspaper, any person has 90 days in which
he or she can requesl, through lhe Chief Executive Officer of the community, lhat the Mitigation
Directorale reconsider lhe determinalion. Any requesl for reconsideration must be based on knowledge
of changed conditions or new scienlific or lechnical dala. All interested parties are on notice lhat until the
90.day period elapses, lhe Mitigation Directorate's determination 10 modify the BFEs may itself be
changed,
