In addition, FMA <br />project grant funds may be used to cover the incremental costs to <br />elevate or floodproof a replacement building, at the same or <br />another location in the Special Flood Hazard Area (SFHA). The <br />elevation or floodproofing must comply with State or community <br />floodplain management laws or ordinances. <br /> <br />Application Process <br /> <br />States should apply for participation in FMA through their <br />PPA/CA or FMA CA negotiation with the FEMA Regional <br />Office. The application process for States is described in more <br />detail in Chapter 7 and in Appendix F. <br /> <br />The State POC should establish procedures by which State <br />agencies and communities may submit project grant applications <br />to the State. Prior to awarding grants, FEMA reviews projects <br />selected by the State to ensure that they meet eligibility criteria. <br />Completeness and thoroughness of project applications are key <br />factors in expediting the review process. Refer to Appendix D <br />(Environmental Documentation) for more information on <br />developing project applications. <br /> <br />FEMA offers the following suggestions for inclusion in a <br />community FMA project grant application form: <br /> <br />.
