FMA funding comes from the National Flood Insurance <br />Fund, which is made up of insurance premiums paid by NFIP <br />policyholders. A grant program that is funded by national <br />flood insurance policyholders should benefit communities <br />that participate in the NFIP. <br /> <br />In order to be eligible for an FMA planning grant, an applicant <br />must be able to meet the FMA cost-share requirement (described <br />in Chapter 6 of this guidance). <br /> <br /> <br />Eligible Activities <br /> <br />Examples of eligible activities for planning grants include <br />conducting local planning discussions; contracting for consulting <br />technical se:-vices such as engineering and planning; surveying <br />structures at risk; and assessing repetitive losses. FMA planning <br />grant funds should not be used to pay for salaries and expenses <br />for the FMA State POc. However, FMA technical assistance <br />funds can be used for this purpose. <br /> <br />Application Process <br /> <br />States should apply for participation in FMA through their <br />PP A/CA or FMA CA negotiation with the FEMA Regional <br />Office. The application process for States is described in more <br />detail in Chapter 7 and in Appendix F. <br /> <br />The State POC should establish procedures by which State <br />agencies and communities may submit planning grant <br />applications to the State. <br /> <br />FEMA offers the following suggestions for inclusion in a State <br />FMA planning grant application form: <br /> <br />. Applicant identification information: <br /> <br />o Name <br />o Address <br />o Telephone number <br />o Federal Information Processing Standards (FIPS) code <br />o Contact person <br /> <br />.
