(d) NOTIFICATION OF <br />APPROVAL AND GRANT A W ARD.~ <br />(I) IN GENERAL.-The <br />Director shall notify a State or <br />community submitting a mitigation <br />plan of the approval or disapproval <br />of the plan not later than 120 days <br />a,fter submission of the plan. <br />(2) NOTIFICATION OP <br />DlSAPPROV AL.-If the Director <br />does not approve a mitigation plan <br />submitted under this subsection, <br />the Director shall notify, in <br />writing, the State or community <br />submitting the plan of the reasons <br />for such disapproval. <br /> <br />42 U.S.c. 4104c <br /> <br />'V <br /> <br />PAGE 3-3 <br /> <br />FEMA will develop a more detailed guidance document for <br />States and communities interested in developing Flood <br />Mitigation Plans. <br /> <br />Countywide or Multi-Jurisdictional Plans <br /> <br />It may be appropriate for a county or other multi-jurisdictional <br />organization to apply for a planning grant to develop a Flood <br />Mitigation Plan. The plan should be coordinate with, and ideally <br />developed in cooperation with, all of the local jurisdictions <br />within the geographical area of the plan. Many floodplain issues <br />are better solved by evaluating the watershed in a more <br />comprehensive fashion. However, it is appropriate that the Flood <br />Mitigation Plan be specific enough for local communities to be <br />able to adopt and enforce. Local governments may be able to add <br />a brief appendix or attachment to a countywide plan to make it <br />acceptable as a local Flood Mitigation Plan. Only the planning <br />grant recipient-the county or the multi-jurisdictional entity- <br />would be subject to the limitations of future planning grants. <br /> <br />Flood Mitigation Plan Approval <br /> <br />Communities should forward all Flood Mitigation Plans to the <br />State. The State may choose to review plans for content and <br />consistency prior to forwarding them to the FEMA Regional <br />Director for final review and approval. FEMA will notify the <br />State POC of the approval or disapproval of each plan within 120 <br />days after submission. If a plan is not approved, FEMA will <br />provide specific comments and offer suggestions for <br />improvement. Local mitigation plans credited through the CRS <br />program will be approved as Flood Mitigation Plans for FMA, <br />but must be resubmitted for formal approval. Local Hazard <br />Mitigation Plans developed under Section 409 of the Stafford Act <br />or other local mitigation plans may also be approved as Flood <br />Mitigation Plans, if they meet the minimum criteria. <br /> <br />FEMA 299/AUGUST 1997 FLOOD MITIGATION ASSISTANCE (FMA) GUIDANCE <br />
