(c) ELIGIBILITY FOR <br />MITIGATION ASSISTANCE.-To be <br />eligible to receive financial <br />assistance under this section for <br />mitigation activities, a State or <br />community shall develop, and <br />have approved by the Director, a <br />flood risk mitigation plan (in this <br />section referred to as a 'mitigation <br />plan'), that describes Ihe <br />mitigation activities to be carried <br />out with assistance provided under <br />this section, is consistent with the <br />criteria established by the Director <br />under section 1361, and provides <br />protection against flood losses to <br />structures for which contracts for <br />flood insurance are available <br />under this title. The mitigation <br />plan shall be consistent with a <br />comprehensive strategy for <br />mitigation activities for the area <br />affected by the mitigation plan, <br />that has been adopted by the State <br />or community following a public <br />hearing. <br /> <br />42 V.S.C, 4104c <br /> <br />'f <br />I <br />I CHAPTER 3: <br />GRANTS <br /> <br />PAGE 3- I <br /> <br />FMA PLANNING <br /> <br />Purpose <br /> <br />The purpose of FMA planning grants is to assist States and <br />communities in developing and updating Flood Mitigation Plans. <br /> <br />FMA Flood Mitigation Plan Requirement <br /> <br />Eligible States and communities may apply for an FMA planning <br />grant to assist them in meeting this requirement. The NFIRA <br />stipulates that to be eligible to receive an FMA project grant, a <br />State or community must have a FEMA-approved mitigation <br />plan. FEMA can assist States and communities in their <br />mitigation plan development, and by approving plans in a timely <br />fashion. <br /> <br />FEMA recommends a basic flood mitigation planning process <br />consisting of the following activities: <br /> <br />1. Public involvement <br /> <br />2. Coordination with other agencies or organizations <br /> <br />3. Flood hazard area inventory <br /> <br />4. Problem identification <br /> <br />5. Review of possible mitigation actions <br /> <br />6. State or local adoption following a public hearing <br /> <br />A Flood Mitigation Plan should explain how the public was <br />involved in the process (item I above), summarize the outcomes <br />of activities 2 through 6, and list the actions to be taken to <br />implement the plan. <br /> <br />FEMA 299/AUGUST 1997 FLOOD MITIGATION ASSISTANCE (FMA) GUIDANCE <br />
