<br />, <br /> <br />PAGE I - I 0 <br /> <br />In FY97, FEMA began consolidating the SHMP, HP, and EP into <br />a single, multi-hazard assistance program called the Mitigation <br />Assistance Program (MAP). The SHMP and HP were combined <br />into MAP in FY97. FEMA plans to combine the EP into MAP in <br />FY98. MAP will significantly improve States' ability to direct <br />funds to address priority needs. In addition, the Hazard <br />Mitigation Grant Program (HMGP) provides post-disaster funds <br />for mitigation projects. States and communities can use these <br />FMA funds plus other FEMA program funds to meet their long- <br />term mitigation goals. <br /> <br />FEMA developed FMA to be flexible enough to work with <br />existing programs with similar, long-term mitigation goals while <br />meeting FMA's unique goal of reducing flood damage claims on <br />the National Flood Insurance Fund. FMA is designed to: <br /> <br />. Provide mitigation construction grants. <br /> <br />. Support States and communities in developing long-term <br />mitigation strategies. <br /> <br />.
