INTRODUCTION

Authorization

The CWCB has eertain statutory responsibilities relating to the designation and approval of
floodwater runoff ehannels or basins as follows:

... "to devise and formulate methods, means, and plans for bringing about the greater
utilization of the waters of the state and the prevention of flood damages therefrom, and to
designate and approve storm or floodwater runoff ehannels or basins, and to make sueh
designations available to legislative bodies of eities and ineorporated towns, to eounty
plamling eommissions, and to boards of adjustment of eities, ineorporated towns, and
eounties of this state...," Seetion 37-60-106(1)(e) of the Colorado Revised Statues (CRS).

A CWCB designation and approval of eUITent floodplain information is needed for the ineorporated
areas of the Town of Otis, Colorado. The CWCB has prepared this report to permit the designation
of the approximate floodplain information eontained in the Town of Otis FIRM, as revised by the
CWCB, so that the eommunity ean better implement its floodplain management program.

Purpose and Scope

This Floodplain Information Report (FIR) was prepared to revise the Town of Otis FIRM, dated
August 19, 1985, and to provide supporting doeumentation for the approximate 100-year floodplain
boundaries shown on the revised FIRM. FEMA did not provide engineering information to support
the approximate floodplain delineations shown on the FIRM. This report provides limited
engineering information to fulfill that need.

This FIR includes:

I. Authorization for the report and its purpose and seope;

2. Study area deseription including information on the eommunity, the watershed, any known
flooding historylflooding problems, previous studies and projeets, and eommunity response to
the CWCB designation and approval process;

3. Deseription of hydrologic and hydraulie information; and

4. Floodplain management program.
