<br />FLOOD INSURANCE STUDY <br />TOWN OF SILVER PLUME, CLEAR CREEK COUNTY, COLORADO <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study revises and updates a previous Flood Insurance Study/Flood <br />Insurance Rate Map for the Town of Silver Plume, Clear Creek County, Colorado. This <br />information will be used by the Town of Silver Plume to update existing floodplain <br />regulations as part of the Regular Phase of the National Flood Insurance Program (NFIP). <br />The information will also be used by local and regional planners to further promote sound <br />land use and floodplain development. <br /> <br />In some states or communities, floodplain management criteria or regulations may exist <br />that are more restrictive or comprehensive than the minimum Federal requirements. In <br />such cases, the more restrictive criteria take precedence and the State (or other <br />jurisdictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this Flood Insurance Study are the National Flood Insurance <br />Act of 1968 and the Flood Disaster Protection Act of 1973. <br /> <br />The hydrologic and hydraulic analyses for the original study were performed by <br />Black & Veatch, Consulting Engineers, for the Federal Insurance Administration (FIA), <br />under Contract No. H-3834, This work, which was completed in July 1977, covered all <br />significant flooding sources affecting the Town of Silver Plume, <br /> <br />The hydraulic analyses for the restudy were performed by the U.S. Army Corps of <br />Engineers (USACE), Omaha District, for the Federal Emergency Management Agency <br />(FEMA), under Interagency Agreement EMW-89-E-2994. The hydrologic analyses for <br />the restudy were provided by the Colorado Water Conservation Board (CWCB). The <br />restudy was completed in February 1999. <br /> <br />1. 3 Coordination <br /> <br />In a meeting held on August 16, 1976, for the original study, city officials were acquainted <br />with the NFIP and informed of the progress of the study. <br /> <br />Meetings between representatives of Black & Veatch, Consulting Engineers (the study <br />contractor), and FIA took place on June 17, 1977, and July 7, 1977. These meetings were <br />held to discuss the hydrology of Clear Creek County and the hydraulics of the Silver <br />Plume Flood Insurance Study. <br /> <br />The U.S. Geological Survey (USGS), the CWCB, the U.S. Forest Service, the Community <br />Design Center in Denver, and the Colorado Department of Highways were also contacted. <br /> <br />On October 11, 1977, the Flood Insurance Study was reviewed at the final coordination <br />meeting attended by personnel of FIA and the study contractor, as well as member of the <br />community. No additions or corrections to the study were deemed necessary. <br />
