FLOOD INSURANCE STUDY TOWN OF SILVER PLUME, CLEAR CREEK COUNTY, COLORADO 1.0 INTRODUCTION 1.1 Purpose of Study This Flood Insurance Study revises and updates a previous Flood Insurance Study/Flood Insurance Rate Map for the Town of Silver Plume, Clear Creek County, Colorado. This information will be used by the Town of Silver Plume to update existing floodplain regulations as part of the Regular Phase of the National Flood Insurance Program (NFIP). The information will also be used by local and regional planners to further promote sound land use and floodplain development. In some states or communities, floodplain management criteria or regulations may exist that are more restrictive or comprehensive than the minimum Federal requirements. In such cases, the more restrictive criteria take precedence and the State (or other jurisdictional agency) will be able to explain them. 1.2 Authority and Acknowledgments The sources of authority for this Flood Insurance Study are the National Flood Insurance Act of 1968 and the Flood Disaster Protection Act of 1973. The hydrologic and hydraulic analyses for the original study were performed by Black & Veatch, Consulting Engineers, for the Federal Insurance Administration (FIA), under Contract No. H-3834, This work, which was completed in July 1977, covered all significant flooding sources affecting the Town of Silver Plume, The hydraulic analyses for the restudy were performed by the U.S. Army Corps of Engineers (USACE), Omaha District, for the Federal Emergency Management Agency (FEMA), under Interagency Agreement EMW-89-E-2994. The hydrologic analyses for the restudy were provided by the Colorado Water Conservation Board (CWCB). The restudy was completed in February 1999. 1. 3 Coordination In a meeting held on August 16, 1976, for the original study, city officials were acquainted with the NFIP and informed of the progress of the study. Meetings between representatives of Black & Veatch, Consulting Engineers (the study contractor), and FIA took place on June 17, 1977, and July 7, 1977. These meetings were held to discuss the hydrology of Clear Creek County and the hydraulics of the Silver Plume Flood Insurance Study. The U.S. Geological Survey (USGS), the CWCB, the U.S. Forest Service, the Community Design Center in Denver, and the Colorado Department of Highways were also contacted. On October 11, 1977, the Flood Insurance Study was reviewed at the final coordination meeting attended by personnel of FIA and the study contractor, as well as member of the community. No additions or corrections to the study were deemed necessary.
