<br />e <br /> <br />downstream of Willox Lane encornpasses some 960 acres, about 1/2 of which is currently <br />annexed to the City, and 1/2 of which is within the unincorporated County. <br /> <br />Since completion of the 1980 Major Drainageway Study, the need for Dry Creek flood <br />hazard relief has increased considerably because this study identified a 100-year Federal <br />Emergency Management Agency (FEMA) floodplain. Thus, numerous existing structures <br />were placed in a FEMA jurisdictional floodplain based on rainfall intensities established <br />before the 1997 Spring Creek flood. Structures within the floodplain needing a mortgage <br />are required to purchase Flood Insurance because lending institutions will not make a new <br />rnortgage without the mortgage requester purchasing flood insurance. <br /> <br />The extension of Timberline Road to the north and connecting with Summit View Drive <br />has greatly improved transportation infrastructure available to the areas described above. <br />Therefore, Larimer County and Fort Collins have seen an increase in traffic in this portion <br />of the County and City, respectively. <br /> <br />A significant portion of the Lower Basin is currently vacant although utilities are available <br />to serve it. Development and redevelopment within the Dry Creek floodplain has been <br />better managed by recent floodplain regulations required by FEMA. Both the City and <br />County have adopted floodplain regulations within the floodplain of Dry Creek and have <br />been actively enforcing those regulations. <br /> <br />e <br /> <br />As stated earlier, owners of existing improved properties within flood hazard areas <br />identified on Flood Insurance Rate Maps published by the FEMA are required to purchase <br />flood insurance as a condition of mortgage lending by federally insured institutions. This <br />includes several areas of low and moderate-income single-family houses and mobile home <br />parks located within the Dry Creek Flood Hazard Area.
