<br />The analysis by Love & Associates for both conditions revealed inaccuracies and
<br />incomplete information in the FEMA lOO-year regulatory floodplai!l model as more
<br />water is leaving the main ,channel floodplaiii'and is flowing in a nortliwesterly dir.ection
<br />towards. the-CitY of Boulder than is indicated in the FEMA model. The FEMA~odel
<br />,does notaddtess the extent of flooding to the:liort1iwest. Furthermore, the analysis'shows
<br />'I:.thlit lOO-year'fidhd waterS flowing along the Bb'ulder Turnpike will inundate lands which
<br />. were pre~iously not defined to be in the regulatory floodplain of South Boulder Creek.
<br />, The modeiiridicates that during the lOO-yefu: flood event, flood waters will spill to the
<br />northwest following the Turnpike and spill to the noI'th at three locations: in the vicinity ,
<br />of the Vtele C,hannel crossing, at the RTD Park-N-Ride facility, and west of the Table .

<br />to a sigillficant number of properties north of the Turnpike, including portions of the
<br />Keewayden Meadows, west of Foothills Parkway and north of the Boulder Turnpike.
<br />This condition has existed to sorne degree since the construction of US Highway 36.

<br />The FEMA lOa-year regulatory floodplain model shows that approximately 1,620 cfs
<br />will flow alorlg the south side of the Turnpike in a lOa-year flood event which spills only
<br />in the vicinity of the Viele Channel and then returns to the rnain South Boulder Creek
<br />channel. north, of the Turnpike." Based upon the results of the Love & Associates ..
<br />l\l\alyses. under"C6b.dition 1, no levee with channel in place. approximately 3,680 cfs
<br />would leave the South Boulder Creek floodplain and spill across the Highway. Under
<br />this condition, approximately 113 acres of the Flatiron Property arein the South BoUlder
<br />Creek lOO-year floodplain. Under Condition '2, FEMAcertified levee in place,
<br />approximately 2.620 cubic feet per second (cfs) would leave the South Boulder Creek
<br />lOa-year floodplain and spill across US l:Iighway 36 described above. . Under this
<br />condition;approximateiy 82 acres of the Flatiron Property would'be inundated.
