It Is bounded on the north by Big Dry Creek,

on the south by Independence Avenue, and on the east by Wadsworth Parkway. The

western property boundary Is located a short dIstance downstream of the Standley

Lake dam.

STUDY BACKGROUND

The Bruchez family owns this property and wants to develop It In accordance with

the allowable zoning. On December 21, 1978, a planned unit development known as

Sunstream was accepted by the city of Westminster. A Second Amended POP for

Sunstream was approved by the cIty on November 7, 1983. At that time a large

portIon of the property was outsIde the floodplain based on a 1973 study prepared by

Wrl!jht-McLaughlln EngIneers.

A new study published In 1986 prepared by Greiner Engineering places the majority

of the property withIn the newly defined floodplain. In a letter dated February 23,

1987, the city suggested that the property could be developed by placing fill on the

floodplain and thus remove the property from the floodplain.

Wright Water EngIneers was authorized to review thIs situation in a contract
