24

RECOMMENDATIONS
I. The results of this study indicate that the floodplain shown in the 1986 FHAD
study has a greater areal extent than would actually occur if the lOG-year event
were to occur. Therefore, the 1980 FHAO stUdy should be amended to reflect
the results of this current stUdy using the CS.S RR 1986 conditions, using the
1986 FHAD hydrology assumptions with the two exceptions of Ketner Reservoir
acting as a flood detention structure and the HEC-I reservoir routing procedure
for the f100dway cross sectional area only to establish the water surface elev-
ation upstream of the C&S RR, and using the current version of the HEC-2 com-
puter model for determining the remainder of the water surface elevations.
2. The 1987 master plan should be amended to identify the floodway area used in
the flood routing. The f100dway shall remain free from any future construction
and the volume of the floodway shall be preserved for flood storage.
3. The reviewing authorities to be involved in this process include the city of
Westminster, the Urban Drainage and Flood Control District, and the Colorado
Water Conservation Board.

We acknowledge that the City of Westminster's review of this study is only for

general conformance with submittal requirements I current design criteria and

standard engineering principles and standards. We are also aware of the provi-

sions of Section 11-2-6(6) of the City Code of the City of Westminster.
