<br />1.3 SCOPE. It is the intent of the manual to provide general guidance for acceptable <br />methodologies to be used in flood hydrology studies. It is not the intent of the manual to <br />develop a strict policy on acceptance of one particular methodology over another. Much <br />effort, though, has been made to illuminate the assumptions, Iim~ations, strengths, and <br />weaknesses of all methods. It is the responsibility of the users of this manual to determine <br />the appropriateness of a particular method given the s~e-specnic hydrologic cond~ions of <br />the project of interest. <br /> <br />r <br /> <br />. <br /> <br />. <br /> <br />1.4 OBJECTIVES. The I)verall objective of the CFHM is to provide guidance in selecting <br />and using hydrologic methods specnically for the State of Colorado which result in <br />reasonable hydrologic values for similar watersheds and promote consistency in the <br />hydrologic methods. Spl~cnic objectives include: <br /> <br />- Establish lim~s and ranges for hydrologic parameters. <br />- Provide, pros and cons of all acceptable hydrologic methods for the <br />study areas and regions. <br />- Acknowledge Colorado Commun~ies w~h local criteria manuals. <br />- Establish regions w~h boundaries identnying the major topographic <br />regions. <br />- Reference hydrology publications. <br /> <br />1.5 AUTHORITY. This manual was directed and partially funded by the Colorado Water <br />Conservation Board, wrifl:en and partially funded by the Omaha District, U.S. Army Corps <br />of Engineers, and oversenn and reviewed by the Hydrology Advisory Committee, consisting <br />of federal, state and Iocall agencies and the private sector. Federal tunding was provided <br />through the Section 22 Planning Assistance to States Program. Section 22 of the Water <br />Resources Development Act of 1974 established the authority for the Corps of Engineers <br />to provide planning assoistance to individual states in all areas of water resources <br />development. <br /> <br />1.6 CONTENTS.
